GENERAL PURPOSE:

Responsible for the overall 24-hour organization, management and leadership of clinical unit, programs and department. The Nurse Manager's primary duties are evaluating the performance of staff nurses, providing feedback and mentoring, developing education programs, contributing to staff professional development, interviewing and hiring nurses and medical staff, developing departmental budgets, and maintaining inventory of medicines, equipment and supplies.

 

MAJOR JOB OBJECTIVES AND RESPONSIBILITIES: 

  • Provide leadership and guidance to other nurses in the specified clinical area.
  • Ensures that staff is properly trained and strives for excellence in the provision of quality patient care.
  • Address any personnel issues to promote a productive and supportive work environment. Recognizes, investigates, and solves potential and real problems that impede safe patient care.
  • Provides leadership, direction and supervision to encourage staff's professional growth.
  • Works directly with Clinical Director in staffing/scheduling; hiring and development of staff in order to ensure personnel are competent to provide optimum patient care.
  • Functions as a liaison and public relations representative between clinical/program area, other hospital departments.
  • Manages environment to ensure compliance with safety, licensing and regulatory agencies.
  • Collaborate with Director, interdisciplinary teams and other stakeholders in order to develop, implement and evaluate programs and services.
  • Collaborates with Medical Staff and other departments in the development and implementation of new clinical initiatives. 
  • Monitor patient care for quality.
  • Apply evidence-based healthcare practices and nursing standards.
  • Review patient and staff data to measure the effectiveness of patient care.
  • Monitors daily productivity and ensures variances are addressed and documented utilizing appropriate systems and tools.  Monitors and controls operational expenditures and capital budgets for clinical area daily.
  • Identifies and develops business case for capital equipment.
  • Solicits physician input on capital equipment.
  • Monitors budget expenditures in all responsible cost centers.
  • Works with medical directors and/or key physicians to solicit physician support for cost containment.
  • Collaborates with Director and CNO/designee to monitor and justify monthly financial statements.
  • Develops, implements and evaluates ongoing program to ensure quality patient care using appropriate hospital resources (e.g. medical directors, QI Coordinator, risk management).
  • Develops criteria for identifying general areas of potential risk in the clinical aspects of patient care and safety.
  • Implements changes to improve perceived problems in services to reduce risk and optimize delivery of care.
  • Adheres to guidelines of Nurse Practice Act and demonstrates clinical competency.
  • Researches methods to improve nursing practices on an ongoing basis.
  • Assesses administrative practices that affect patient care on an ongoing basis.
  • Develops standards of patient care and standards of nursing practice based on systematic analysis and data collection.
  • Monitors compliance with federal, regulatory, accrediting and hospital recommendations and policies for quality patient care/staff support services.
  • Refers unresolved medical practice issues to medical directors/risk management for resolution.
  • Documents Quality Improvement Process activities.
  • Develops and reviews policies and procedures for department.
  • Determines exceptions to policies and procedures within Standards of Care and Practice.
  • Acts as a resource to other department leaders developing policies and procedures that affect services.
  • Reviews and recommends change, when necessary, in hospital policies and procedures.
  • Orients subordinates to new and revised policies and procedures to ensure quality hospital service, education and research.
  • Interviews and hires a sufficient number of qualified and competent persons to provide care.
  • Determines the qualifications and competence of department personnel.
  • Knowledgeable of skills, appropriate care and treatment required in the care of the following patient population when appropriate:
    • Adolescent            (13 - 15 years)
    • Adult                     (18 - 64 years)
    • Geriatric                (65 years and over)
  • Establishes a mechanism for receiving and responding to patient/family complaints concerning patient care, analyzes concerns and takes appropriate action.
  • Responds to telephone calls, questionnaires, letters, and proposals on practices and principles.
  • Coordinates and integrates interdepartmental and interdepartmental services.
  • Collaborates with business development manager, educators, managers and staff to evaluate equipment and supply purchases.
  • Continually researches cost-effective ways to decrease inventory of materials and improve purchasing.
  • Represents the clinical service at department and hospital meetings/functions..
  • Participates in setting, attaining and evaluating department goals and objectives.
  • Covers administrative peers' responsibilities as requested.
  • Completes assignments delegated by Clinical Director & CNO and/ or designee on time.
  • Collaborates with appropriate staff support personnel in nursing and ancillary support services to improve processes through planning, implementation and evaluation.
  • Develops and introduces standards and guideline for critical care services.
  • Assists with assessment of required resources and revenue impact of new business with appropriate individuals.
  • Communicates/recommends new business opportunities to Service Line Director and/ or designee.
  • Develops multi-department systems to implement new programs using key players and cost effective methods. Communicates strategic plans to staff.
  • Clarifies role with Clinical Director.
  • Uses insight, constructive comments, and other appropriate resources to set goals to enrich knowledge and skills required to perform role and enhance general professional development.

  • Adherence to the general hospital/department policies as they pertain to dress code, safety, timekeeping and attendance policies and procedures.
  • Regular contact with patients, families, physicians, ancillary departments and fellow workers with the opportunity to interpret hospital philosophy and policy.
  • Is frequently involved in conflict resolution, mediating inherently stressful situations.
  • Minimal, with latitude of immediate decision-making capabilities.
  • Ability to manage projects with minimal oversight and direction.

 

REQUIREMENTS AND QUALIFICATIONS:

 

Education/Certification:

  • Current California Registered Nurse License.
  • Bachelors of Science in Nursing, Master's Degree preferred.
  • Current BLS,ACLS & PALS Certification issued by the American Heart Association.
  • Los Angeles City Fire/Safety Card within 30 days of hire.
  • National Certification in Critical Care Nursing preferred.

 

Work Experience:

  • Two to three years of progressive management experience in an acute care setting.
  • Three to five years of clinical experience in applicable area .
  • Critical/intensive care experience required.
  • Two years of progressive management experience.
  • Knowledgeable in budgeting and proven experience in program development.
  • Possess the ability to manage change, promote positive interpersonal relations and an understanding of physician bonding techniques and programs.

 

Knowledge / Skills / Abilities:

  • Comprehensive general nursing knowledge.
  • Knowledge of leadership principles and advanced problem-solving skills.
  • Knowledge of principles of budgeting and management (scientific and human relation aspects).
  • Familiar with current issues and evidence-based practices influencing the nursing profession and nursing practice.
  • Sufficient knowledge of medical center policies, practices, procedures, and regulations of outside agencies to effectively coordinate and represent management in accordance with delegated authority and instruction in both emergency and routine situations.
